Woman charged after allegedly using victim's stolen credit card to make unauthorized purchases

Monroe TWP., PA (EYT) — A Crawford County woman faces charges for stealing a victim's credit card in Monroe Township, Clarion County.

Clarion-based state police filed charges against 35-year-old man, according to court documents Jessica Marie HessMarch 20, 2024, in the office of District Judge Jeffrey C. Miller in Meadville.

According to the criminal complaint released on Friday, May 10, 2024, a known victim arrived at PSP Clarion at approximately 11:45 a.m. on January 20, 2024 to report a theft in Monroe Township, Clarion County.

The victim told Trooper Brandon Collett of PSP Clarion that she lost her Capital One credit card on December 28, 2023. Unauthorized transactions.

During the course of the investigation, PSP Kittanning told Trooper Collett that a known female who had recently been incarcerated at the Armstrong County Jail was found to be in possession of the victim's credit card.Interviews with known incarcerated women revealed that she received credit cards from Jessica Hessthe complaint states.

According to the complaint, Officer Collett contacted multiple businesses in Crawford, Armstrong and Butler counties that used the card and obtained surveillance video. The video shows Hess using the card at multiple businesses in the aforementioned counties.

In an interview with Trooper Collett on February 5, 2024, Hess stated that she received a credit card from an unidentified woman while she was at another facility. She was subsequently informed that multiple commercial surveillance cameras observed her using her credit card to make unauthorized purchases of various items, including alcohol and cigarettes. Hess then said she knew this and that her use of the credit card was wrong, according to the indictment.

She was charged with the following crimes:

– Issuing an access device to another person for unauthorized use, misdemeanor 1

She is currently awaiting a preliminary hearing on Monday, May 13.
